Malware solution for Android phones

This strikes me as a good opportunity for some budding Android programmer. Read this article and you will see that Google Android is expected to have a problem with malware, as opposed to Apple. The solution would appear to be for some programmer to develop an application which searches the counterparties operating system for cookies related to non-official, or unregulated Android developer sites, and to thus only communicate with devices that meet that standard, i.e. It would establish a higher level of quality control for Android products.
